I believe that the ocean in the story might be, essentially, a mind. Not just one persons mind, but just a mind in general.
The closer you are to shore is basically thoughts that aren't too deep in meaning, and the shore is just what it is. Society, or reality if you will.
The deeper you get in the ocean, the more people fray away. It's past their comfort zone.
The deeper you get in ones mind, your psych or just hard thinking in general, the more people fray away. It's past their comfort zone, usually.

The old man is willing to take a risk and go deeper in the ocean to try to reel in a large fish, even though there are easier/smaller fish near the shore that are easy to catch.
Ernest Hemingway is willing to take a risk and go deeper in his mind to find something deep and meaningful for writing purposes, even though there are smaller/easier ideas in his mind that one could comprehend more easily.

Just a thought.

On page 29:
"Why did they make birds so delicate and fine as those sea swallows when the ocean can be so cruel? She is kind and very beautiful. But she can be so cruel
Maybe the ocean represents society?

The view many have of the ocean indicates that it is unpredictable. It may bring fortune or ruin. It is sometimes one thing and sometimes another. Good or bad.

Isn't society's judgements unpredictable? Can't society be "kind and..be so cruel"?

The ocean and the shore. Empty Could be

Could be.
But I believe it could go either way.
The mind can be a really cruel thing sometimes, and well, Hemingway's mind in particular was cruel to his person.
The mind itself, in my honest opinion, can be pretty destructive. Cruel, intelligent, and yet beautiful all the same.
We see evil/beautiful/enlightening minds everyday in society in the sum of an overall person.

It can be kind.
And yet be so cruel.

It's like if you do something embarrassing and you just want to forget it all, and yet there it is, nagging you at 10 PM when you want to go to bed.
Or if your body feels just fine.
And yet you feel entirely awful because your mental state is pending you to feel that way.
Beautiful because it makes you feel, yet cruel because it makes you feel.

Perhaps the birds are 'people' in a sense.
